Public Works Department – City of Seaside

Position Overview

The City of Seaside is seeking an experienced public works professional to lead its Maintenance and Utilities operations. This role is responsible for planning, directing, and overseeing a wide range of city services that keep Seaside’s infrastructure safe, functional, and well maintained. These services include streets, parks, buildings, water systems, sanitation operations, and the City’s vehicle and equipment fleet.

The Superintendent works under the general guidance of the Public Works Director/City Engineer and plays a key role in both day-to-day operations and long-term planning. This position requires strong leadership skills, sound judgment, and the ability to work collaboratively with City departments, outside agencies, contractors, and the public.


Key Responsibilities

  • Provide overall leadership and operational oversight for maintenance, utilities, facilities, fleet, and water distribution services.
  • Establish goals, priorities, and performance standards for assigned divisions in alignment with City policies and objectives.
  • Plan, develop, and manage annual operating and capital budgets, ensuring responsible use of public funds.
  • Supervise and support managers, supervisors, and technical staff by hiring, training, evaluating performance, and addressing employee relations matters.
  • Review work processes and service delivery methods to improve efficiency, effectiveness, and safety.
  • Coordinate public works activities with other City departments, regulatory agencies, consultants, and contractors.
  • Oversee contract development, public bidding, and consultant selection for professional and construction services.
  • Serve as a representative of the division at meetings, public forums, commissions, and community events.
  • Prepare clear and accurate reports, presentations, and recommendations for City leadership, boards, and City Council.
  • Monitor changes in laws, regulations, and industry best practices, and implement updates as needed.
  • Respond to service requests, public concerns, and sensitive issues with professionalism and sound problem-solving.
  • Participate in emergency response efforts and be available after hours when required.
  • Perform additional related duties as assigned.

Supervision

This position receives general direction from the Public Works Director/City Engineer and directly oversees supervisory, technical, and administrative staff through multiple levels of supervision.


Qualifications

Education and Experience

  • An associate degree or equivalent coursework in construction management, engineering, forestry, or a related public works field.
  • At least five years of progressively responsible experience in public works maintenance, utilities, or related municipal services.
  • A minimum of two years in a management or supervisory role overseeing staff and operations.

Licenses and Certifications

  • Valid California Class C driver’s license.
  • Professional certifications related to public works, utilities, parks, arboriculture, or water distribution are preferred.

Knowledge and Skills

  • Public sector management and administrative practices.
  • Budget preparation, financial monitoring, and contract administration.
  • Municipal maintenance operations, including streets, parks, water systems, facilities, and fleet services.
  • Personnel management, labor relations, and staff development.
  • Applicable federal, state, and local regulations.
  • Strong communication skills for writing reports and presenting information to diverse audiences.
  • Customer service principles when working with the public, vendors, and internal staff.

Physical and Work Environment

The role is primarily office-based with regular field visits to public works sites throughout the City. Occasional exposure to outdoor conditions, construction environments, and emergency situations is required. The position involves light physical activity, including walking, standing, and lifting items up to 30 pounds.


Additional Information

All City of Seaside employees serve as Disaster Service Workers and may be required to respond during emergencies. Employment is subject to background checks, medical clearance, and completion of a probationary period.
